Under MoCRA, federal government has introduced new safety regulations for cosmetic labels, representing the most significant FDA updates in 85 years. These changes focus on three main aspects: professional-use makeup, complaint reporting labels, and fragrance allergen labeling.

First, cosmetics designed for professional use must now have a clear label stating they are not intended for non-professionals. This change aims to prevent untrained individuals from using products that require specific knowledge or expertise.

Second, labels on cosmetics will soon provide contact information for consumers to report adverse reactions. This step is intended to enhance brand accountability and provide companies with feedback on product safety, helping them monitor and address any issues reported by customers.

Lastly, cosmetic labels will include a list of fragrance allergens known to cause rashes, irritation, and allergic reactions. This requirement addresses concerns that even natural ingredients, often perceived as safe, can contain allergens. Jaclyn Bellomo, senior director of cosmetic science and regulatory affairs at Registrar Corp., notes that transparency around allergens is crucial, as both synthetic and natural products can pose risks. Understanding these ingredients will empower consumers to make safer choices, even amidst the trend toward clean beauty products.

The new professional-use labeling requirements are already in effect, while the labels for reporting cosmetic adverse events will be mandatory by December 29. The deadline for fragrance allergen labeling has not yet been set but is expected to be implemented sometime in 2025.

These updates reflect a move toward greater consumer safety and transparency in the cosmetics industry.
