Yes, a CPSR is mandatory under EU Regulation (EC). No. 1223/2009 and the UK Cosmetics Regulation and is required for market entry.

CPSR stands for Cosmetic Product Safety Report. The CPSR is divided into two parts:

  • Part A includes all critical product data, including ingredients, manufacturing, and testing information etc.
  • Part B is the conclusion from the certified safety assessor including warnings and reasoning.

The CPSR is the foundation of your product’s compliance and consumer safety assurance.

The CPSR development process begins with helping you compile all necessary product information and documentation, including details on the formula, raw materials, packaging, and results from stability and microbiology testing. Once gathered, our certified Safety Assessor reviews the data to identify any issues and we will work with you to ensure that your products meets all safety standards.

Only a certified Safety Assessor as defined in Article 10(2) of Regulation (EC) No. 1223/2009 can develop a CSPR. All Registrar Safety Assessors are certified and stay current with EU and UK standards.
