What is the California Safe Cosmetics Act?

Many cosmetics contain chemicals that are known or suspected to increase reproductive harm, birth defects, and lead to various forms of cancer and other adverse health events. The California Safe Cosmetics Act (Senate Bill 484) was established to gather information on those products. This Act mandates information to be shared with the public and helps protect individuals at a greater risk of exposure by profession.

The law achieves this by enacting the following mandates on cosmetics manufacturers who sell their products in the state of California:

  • They must disclose to the state any ingredients that are identified on state or federal chemical lists that are reported to cause cancer or birth defects
  • Labeling must include all ingredients which are found on the above lists
  • Reports of these hazardous cosmetic ingredients must be submitted to the California Department of Health Services (DHS)

What Are the Ingredients Included in California SB 484?

The California Safe Cosmetics Act has detailed an exhaustive list of over 900 harmful ingredients. Here is a list of the most common ingredients required to be reported:

  • Butylated Hydroxy Anisole (BHA)
  • Black 2 or Carbon Black
  • Cocamide DEA
  • Titanium dioxide (when airborne)
  • Retinol and Retinyl Esters (like Acetate and Palmitate)
  • Talc (airborne, such as in body powders)
